Fair Use is a legal doctrine in the United States that allows the use of copyrighted works without the copyright holder's permission in certain circumstances. The goal of fair use is to encourage freedom of expression. Refer to these articles on Fair Use and Fair Use 2 for more info.

You can legally use others' videos but add voice over in a different language for educational purposes (Fair Use). So many channels are using this Fair Use without actually creating any content of their own. All you need is your voice over.

Even many English channels are using others' videos with their own voice overs.

These are obviously others' video clips with Telugu voice over (the YouTuber did not visit those places to film them) -
